Our panelists include Ben Forman\, Research Director at MassINC\; Peter Dunn\, Chief Development Officer at the City of Worcester\; and Anastasia Nicolaou\, VP of Policy & Public Affairs at NAIOP.\n\n\n\nHDIP is a state-run program that allows Gateway Cities like Worcester to incentivize private developers to build market rate housing. The program has been highly successful in introducing more than $365 million in private development to Worcester over the past 6 years\, bringing along about $40 million in new tax revenue. HDIP's future has been discussed at length recently in the Massachusetts legislature\, and organizations such as the Chamber\, NAIOP\, and MassINC have advocated consistently with our legislators to ensure the program stays in place.\n10.1.3
